Child Advocacy and Protective Services

Established in 1993, this nationally recognized, hospital-based program is dedicated to enhancing the well-being of children affected by maltreatment. The Child Advocacy and Protective Services (CAPS) team is an interdisciplinary group of professionals committed to identifying, evaluating, and advocating for children facing child welfare concerns—including neglect, physical abuse, and sexual abuse. Serving children and families on the South Side of Chicago and beyond, CAPS provides compassionate, expert care to ensure safety, healing, and support.

Child Advocacy and Protective Services (CAPS) provides 24-hour consultation for the University of Chicago medical complex. Children and their families who present to our hospital with concerns for child maltreatment receive a comprehensive assessment, interdisciplinary review, which culminates in a consensus report. By operating on a collaborative, interdisciplinary, consensus building model, strong working relationships with internal and external groups have been established which promote seamless communication to ensure safety, appropriate medical care and necessary services for children and families.

The CAPS program is deeply committed to scholarship, advocacy, and research in the field of child maltreatment. As part of their training, all pediatric residents complete a mandatory one-month rotation with CAPS, which includes an advocacy-focused curriculum and opportunities to observe court testimony as well as the interdisciplinary Cook County Child Death Review process. In addition to their clinical roles, CAPS faculty and staff actively contribute to community benefit initiatives, including service on the Illinois Chapter of the American Academy of Pediatrics Child Abuse and Neglect Committee and the Children’s Justice Task Force, a state-level citizen advisory body.

Ongoing research efforts within CAPS include multidisciplinary collaborations with the Burn and Trauma Services at the University of Chicago and with Chapin Hall, a policy research institute across the Midway, to advance knowledge and improve outcomes for vulnerable children and families.

MPEEC (Multidisciplinary Pediatric Education and Evaluation Consortium)

Dr. Glick serves as the Founder and Medical Director of the University of Chicago’s Child Advocacy and Protective Services (CAPS) and the Multidisciplinary Pediatric Education and Evaluation Consortium (MPEEC), both nationally recognized programs that provide specialized medical consultation for children in Chicago reported to child welfare systems for concerns of serious maltreatment. MPEEC represents a medically informed, real-time, multidisciplinary investigational model designed to ensure timely, coordinated, and expert evaluations of suspected child abuse and neglect. This collaborative consortium includes the Illinois Department of Children and Family Services (DCFS) alongside dedicated child abuse pediatric teams from Rush University Medical Center, Loyola University Medical Center, and Advocate Children's Hospital, working collectively to advance the identification, assessment, and protection of vulnerable children.
